Referring folk to other Pioneers - courtesy or hard rules?

The voting guidelines (new URL each week) include:
Do not contact applicants other than those whose projects you follow through Pioneer. Doing so will result in disqualification.
Talking about voting with someone made me cast an eye over the rules. This one seems to be set in place to allow for cracking down on spammers but, as written, seems a bit heavy handed.
Over the last year I've regularly referred Pioneers I review or meet in other context to other Pioneers. I've also pointed external parties at Pioneers.
That's always been through publicly available profiles and landing pages.
It made me wonder how often others do this and if it's time for a refinement of that wording.

I've referred external parties to pioneer startups and I know 1 that closes a deal thanks to that.
I believe if you are doing with the best intentions in mind it's completely okay and can even help the community.
And yes, there has to be a way to rephrase that line.

I'm currently discussing a partnership with growthchannel.io. I wish I can see their profile here. No search functionality. Bit of a bummer!
I'm keen to build long term relationships with a number of tech startups here.
Whilst I cannot see anyone's profiles here, I've clipped all the descriptions for anyone I ever reviewed, my comments and all the feedback I've received. It makes it a lot easier to see when someone's changed over time & stops me embarrassing myself by giving the same insight a few weeks in a row. It also means, when I have a vague feeling there's a compatible Pioneer, I'm able to at least cross-refer them to the public site.
